At the working group meeting today, November 15, there was a power point presentation given on a survey conducted in New York City motorcycle dealerships. The purpose of the survey was to inspect stock motorcycles on a showroom floor for the presence of the EPA label marking the compliance of the motorcycle with federal noise regulations. The regulation states that the label shall be readily visible and the survey proved the difficulty in locating the label, if it could be found at all. After the power point presentation a motion was made to scrap any effort to adopt the EPA label match-up program into Maine law. After another 40 minute discussion, during which other aspects of the program were discredited, a vote was taken and it was a large majority that voted to abandon the EPA label issue. The other issue discussed was the SAE J 2825 standard for testing sound pressure levels of a stationary motorcycle. There was a motion made and seconded to scrap the J2825 standard completely. There was discussion of the standard and then a vote was taken. A large majority of participants in the room felt that there was merit in exploring different methods of implementation and that there were possibly some positive aspects of the standard that could be utilized so the vote to scrap failed. The one option that got a lot of attention was suggested by a retired major of the state police. His suggestion was to add language to the existing law to allow a municipality to utilize the standard for enforcement as long as that municipality felt it would enhance enforcement. This would be totally voluntary not mandatory. The burden of cost and training would be that of the municipality. The chairman of the working group is drafting language to be distributed to the group for input before the next meeting in December.
