Former Philly police officer sentenced to life in 2009 shooting death of 21-year-old neighbor

PHILADELPHIA — Relatives of a man slain by a former Philadelphia police officer say they are glad that the shooter has been sentenced to spend the rest of his life in prison.
Forty-six-year-old Frank Tepper was convicted of first-degree murder in February in the November 2009 slaying of 21-year-old William Panas Jr. during a drunken melee outside a baby shower.
The judge also imposed concurrent sentences of one to two years Wednesday for reckless endangerment and weapons counts.
The victim's mother, Karen Panas, said "Our family is forever broken." William Panas Sr. told the judge that he feels bad that he hasn't been strong enough to visit his son's grave.
Tepper, a 15-year veteran of the force, declined to speak during the sentencing. His attorney argued that he client acted in self-defense.
