It is documented that personnel from various federal law enforcement agencies were stationed (in larger numbers) throughout the finish line area at the Boston Marathon.
It is documented that several Navy Seals from “The Craft” were stationed throughout the finish line area of the Marathon, all wearing large black back pacts exactly like one of those used in the bombing.
One Navy Seal was photographed running from the blast scene WITHOUT his back pact, immediately following the blast.
