A special traffic enforcement effort is planned Friday throughout Southern California to catch distracted teen drivers, the California Highway Patrol announced.The enforcement effort will target people under the age of 18 because statistics show their inexperience behind the wheel and tendency to take risks make them more likely than older drivers to get in crashes, CHP officials said.Here are some of the things officers said people under 18 are forbidden by law to do while they're driving:---- Talk on a cell phone, even using a hands-free device.
---- Send, write or read text messages.
