Introduce "Motley's Law" stating that all law enforcement be required to wear body cams on their person at all times, and all police cruisers be equipped with dash cams in the state of California.

- Steven Motley was beat to death on October 5, 2013. After being coded for some time Redding Police Department called for medics to come to his aide. It was the medics that revived Steven, although still unconscious. He never regained consciousness. Steven passed away on October 8, 2013. As a free American citizen he should have had his day in court. Rather, RPD decided they would deem themselves judge, jury, and executioner leaving him with multiple broken bones, internal bleeding, a skull fracture, brain hemotomas, and countless other injuries. Even if he had survived this horrific beat down inflicted by the ones that are thought to be our trusted public servents he would have never had any motor function capability for the duration of his exisistance. We need to hold our "trusted public servents" to a higher standard than this. If "Motley's Law" was implemented it would:
- Provide evidenciary proof for both the citizen and the officer in the event there was any question or doubt what went on during the police-citizen interaction, therefore, protecting both.
- Greatly reduce lawsuits suggesting foul play or wrong doing on the law enforcements end, in turn, there would be a drastic drop in court costs and settlements.
- It would eliminate the officers that are not interested in the Constitutional Rights of U.S. Citizens.
- And lastly, IT WOULD PROTECT OUR CIVIL RIGHTS AS US CITIZENS! IT WOULD HELP TO ENSURE THAT OUR FELLOW AMERICANS HAVE THEIR DAY IN COURT UNLIKE STEVEN MOTLEY.
