They have been getting shot down due to the Communications Assistance for Law Enforcement Act, which does not force ISPs or phone companies to install surveillance equipment for these types of services. Monitoring email, cloud, and chat services is essential, because "Those communications are being used for criminal conversations." The FBI is going to push with all of their might to fix that this year, making it a "top priority."
