Every year NHTSA does random testing of motorcycle helmets. They use to test to close to 300 but because the failure rate was so high, they greatly reduced the number of helmets they test. And recalled helmets were generally published. When was the last time you saw a helmet recall as ordered by NHTSA (not the manufacturer).
