TENNESSEE -- Riding around in a marked police semi, police peer down into vehicles to see if anyone is touching a cell phone. If so, they stop the driver, impose fines, and infamously look for reasons to arrest you for breaking prohibition laws. Tennessee highways are notorious for seizing private property without due process.
