has passed first reading and will be scheduled for hearing in the House Transportation Committee. H392 is a helmet law exception bill which would keep motorcycle helmets mandatory for those under the age of 18 but allow an exception for 18 or over. As of Edition 1, there are no other strings attached. The current statute is a universal mandate.

The bill needs to be scheduled for the House transportation committee which meets Tuesdays at 12:00 Noon in 643 LOB. There are currently 16 other bills waiting for the committee. Then, it needs to get through a 2nd and 3rd reading in the House. If it gets through the transportation committee, under the old regime it would be moved to another committee, but perhaps the new regime will be more favorable and keep the bill moving. Other than making it through the transportation committee and the House, the critical date to keep in mind is that it needs to get moved to the Senate by the crossover deadline.

ps. In 2009, there were only 4 or 5 motorcyclists in the transportation committee meeting. Please, let's fill the room and overflow into the lobby this year. The best way to make sure you do not miss out, and to help get some advance notice in order to plan to take the day and ride to Raleigh, I suggest signing up for meeting notices of the transportation committee.
