CLEVELAND, Tenn. (AP) - A motorcycle gang member known as Oatmeal has been charged with conspiracy to commit insurance fraud by claiming a motorcycle had been stolen.

A news release Tuesday from the Bradley County Sheriff's Office stated 35-year-old David Garcia was arrested May 14 in Chattanooga by Bradley County, Chattanooga city and federal officers.

During a yearlong investigation of the Outlaws Motorcycle Club in Chattanooga and Cleveland, investigators discovered a plan to sell parts stripped from a motorcycle and the owner would collect a claim after reporting it stolen.

The broader investigation has resulted in indictments against several members of the Outlaws.

In February, 13 people were charged with narcotics, weapons and child pornography crimes.
