‘Stingray’ Phone Tracker Spurs Fourth Amendment Debate: The Wall Street Journal has an exclusive on the tricky legal ramifications behind law enforcement’s use of a cellphone-tracking device called a “stingray.”  They are designed to locate a mobile phone even when not being used to make a call.  Stingray’s are so critical that the FBI has a policy of deleting data gathered.  Hmmm….
