New legislative proposal being floated in Delaware

Bill Title:  AN ACT TO AMEND TITLES 11, 16, 21, AND 29 OF THE DELAWARE CODE CREATING A TRAUMATIC BRAIN INJURY FUND THROUGH AN ENHANCED MOTORCYCLE REGISTRATION FEE AND MOTOR VEHICLE OFFENSE PENALTY.
 
Synopsis:  Approximately ? states, including New Jersey, (insert neighboring states), maintain brain injury funds which provides services and assistance to individuals with brain injuries.  This bill is enabling legislation to establish a Traumatic Brain Injury Fund in Delaware with revenue derived from a modest ($10) increase in the motorcycle registration fee and $2 penalty imposed on motor vehicle offenses.  The Fund would be administered by the State Council for Persons with Disabilities, the State’s primary brain injury council pursuant to Title 29 Del.C. §8210(b)(10).
 
 
Some background for everyone is that there was a group trying to establish a brain trauma center in the middle of the state. The Governor's appoint board members came back a couple of years ago and indicated that they felt there was enough hospitals in Delaware to provide services to anyone with brain injuries. The Governor dumped a few members and appointed new ones and wow there was a new vote in favor of this new brain trauma center. Now they are looking for a way to help fund things and because we a a pro choice state when it comes to helmets who better than to pick on than bikers. There is not one biker lying in a hospital in Delaware or in any other hospital out of state from Delaware with brain injuries sustained from a motorcycle accident right now. But we are the group they want to fund things. It is because we don't have a mandatory helmet law.
