Loud Pipes: A bill to better codify motorcycle noise emissions rolls into the New Hampshire House of Representatives on Wednesday. There’s an amendment to the bill that couples the intent with sound level in accordance with the provisions of the SAE International recommendations for noise emissions. Its sponsors: Reps. Michele Peckham, R-North Hampton, William Smith, R-New Castle, James Waddell, R-Hampton, and Patrick Abrami, R-Stratham. Rep. Sherman Packard, R-Londonderry, writing for House Transportation, said the bill has almost universal support of the parties involved because it is business-, motorcyclist-, and law enforcement- friendly. Packard writes in the committee report:

“It is time to change our motorcycle statute to provide relief from excessive exhaust noise. After working for many months with the department of safety, state police, police chiefs from N. Hampton and Rye, NH, motorcyclists rights organization, NH auto dealers association, motorcycle dealers, American motorcycle association the group decided that the bill as written would not solve the problem. Instead, all agreed that the state should adopt a new roadside testing procedure that was recently developed by SAE International.” Here's the amendment in its entirety.

For starters, how ‘bout them Patriots? Joshua Kraft and a contingent of Patriots Cheerleaders are expected in Concord on Thursday to support a bill that would establish a special number license plate to benefit the New England Patriots Charitable Foundation. The foundation would auction plates 999 and under and “distribute the proceeds for charitable purposes in New Hampshire.” Plates would be issued upon paying a $40 fee, in addition to regular motor vehicle registration fees. The hearing is Thursday, 9 a.m., in Statehouse room 103.
