Robert Bostic of Tennessee has been indicted on a charge of first-degree murder in the 1982 death of a Round Lake Beach man.
Bostic, 70, is accused of shooting Carlton Richmond on June 25, 1982.
A Lake County grand jury indicted Bostic after a re-evaluation of the cold case. He was arrested in January.
Bostic was 42 at the time of the slaying and a member of the Wheelmen motorcycle gang, authorities said.
Witnesses said Bostic and Richmond were engaged in a discussion that resulted in Richmond being shot with a handgun, police said. Richmond was the 31-year old father of two children.
Bostic is in custody at Lake County Jail in lieu of $2.5 million bond.
He is scheduled for arraignment Tuesday.
