The purpose of this contract is to assist NHTSA in administering the Consumer Assistance to Recycle and Save Act (CARS) Program and to ensure the appropriate mitigation of waste, fraud, and abuse.

C.3. GENERAL REQUIREMENTS
For a period of not more than Twenty Four (24) months the contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government, as needed to meet Contractor's contract requirements.
NHTSA will provide essential administrative support which may include standard system changes when appropriate, policies interpretations as necessary and other support necessary to allow the contractor to perform its tasks efficiently. NHTSA will make system changes it determines are necessary to improve the overall transaction process. System changes could result in an administrative task being placed on the contractor that was not previously required. The contractor is expected to carry out these tasks to support the reimbursement claim process absent any specific requirement stated in the contract.

C.4. SPECIFIC WORK REQUIREMENTS
C.4.1. Initial Project Meeting & Work Plan
Within one (1) month of the Contract award date, the Contractor shall meet with the NHTSA CO and NHTSA COTR, in addition to other NHTSA personnel, to discuss the Contractor's planned approach to project completion. The Initial Project Meeting shall be held in Washington, DC at the U.S. Department of Transportation/NHTSA Headquarters or be conducted via videoconference communication. The method for conducting the Initial Project Meeting shall be at the discretion of the Contractor. The meeting's purpose is to ensure the Contractor, NHTSA CO, and NHTSA COTR have a common understanding of the objectives of the project and how they will be met. The Contractor shall be responsible for leading the Initial Project Meeting and making a presentation on the planned approach for this contract.

Based on the technical approach described in detail in the Contractor's proposal, which will be clarified in the initial project meeting, the Contractor shall submit a final, detailed work plan to the NHTSA CO and NHTSA COTR within two (2) weeks of the Initial Project Meeting. The NHTSA COTR shall approve the Contractor's final work plan within two (2) months of the Initial Project Meeting or provide comment to the Contractor for modification of the final work plan.
C.4.1.1. Gather Data and Information on New State and Community Strategies and Safety Countermeasures to Improve Motorcycle Safety
Within fifteen (15) months of the Contract award date, the Contractor shall gather and compile detailed data associated with motorcycle crashes, injuries, and fatalities that is State-specific. This data shall be obtained from NHTSA's National Center for Statistics and Analysis (NCSA) with the assistance of the NHTSA COTR, in addition to other sources as appropriate. The Contractor shall incorporate National and State motorcycle data into the update of the NAMS Implementation Guide.
Additionally, within fifteen (15) months of the Contact award date, the Contractor shall submit to the NHTSA COTR a draft outline on strategies and safety countermeasures being considered for inclusion in the update of the NAMS Implementation Guide, including new sections on NAMS recommendations and safety countermeasures not previously included in the NAMS Implementation Guide.

The Contractor shall communicate with NHTSA Headquarters and Regional personnel prior to contacting representatives of State agencies directly to identify and gather detailed information on new or innovative strategies and safety countermeasures being implemented by States and communities to improve motorcycle safety. Furthermore, these strategies and safety countermeasures, at a minimum, shall be associated with a recommendation made in the following topic areas identified in the NAMS: (1) Alcohol and other drugs; (2) Personal Protective Equipment; (3) Motorcycle Operator training and education; (4) Motorcycle operator licensing; (5) Motorist awareness and motorcyclist conspicuity; (6) Infrastructure and environmental factors; and (7) Program management and coordination.
C.4.1.2. Update of the NAMS Implementation Guide
The main deliverable for this Contract is an updated and expanded NAMS Implementation Guide that shall be delivered to the NHTSA CO and NHTSA COTR prior to the end of the Contract's period of performance.
Within eighteen (18) months of the Contract award date, the Contractor shall submit a draft-version of the updated and expanded NAMS Implementation Guide to the NHTSA COTR for review and comment/approval.
Within twenty (20) months, the NHTSA COTR shall submit the Contractor's draft-version of the updated and expanded NAMS Implementation Guide for full agency review and provide comment/required change to the Contractor, which shall be incorporated into the Contractor's final-version of the updated and expanded NAMS Implementation Guide.
Within twenty-two (22) months, prior to the end of the Contract's Period of Performance, the Contractor shall submit one (1) copy of the final-version of the updated and expanded NAMS Implementation Guide to the NHTSA CO and NHTSA COTR.
Within twenty-four (24) months of the contract award date, the NHTSA COTR will accept the final-version of the updated and expanded NAMS Implementation Guide from the Contractor pending the resolution of any previously unresolved comments provided by the NHTSA COTR to the Contractor.
