Australia - Rebels "clubhouse" approved

THE Rebels Motorcycle Club yesterday gained councillors’ approval to turn its “industrial tenancy” at the Hervey Bay Airport industrial estate to “indoor recreation” use, effectively a “clubhouse”.
Conditions were imposed on the high-profile club, through its formal applicant, Rebel member Gary Hyland, who sought a material change of use for the premises at 3 Southern Cross Circuit, Urangan.
Mr Hyland must agree to restrict the hours of operation to 6pm to midnight on “Friday nights only”, with no more than two “special events” to occur on a Saturday between 5pm and midnight – unless the body corporate gives written permission.
If the Rebels get that written permission, they can hold events from noon till midnight.
Issues raised in the council’s report on Mr Hyland’s application included “inconsistent use in the Industry Zone, potential impact on functions of surrounding industrial uses, potential noise impacts and provision of adequate parking during events”.
“The proposed location for the clubhouse can be considered appropriate given the use is unlikely to result in deleterious impact on surrounding amenity or the effective operation of the industrial uses,” the council report said.
Cr Sue Brooks acknowledged that even churches were among groups in the community that used industrial estates but she wanted to know who would enforce the council’s conditions concerning noise levels.
The conditions imposed on the club include that there should be no “amplified entertainment or music noise or non-amplified entertainers in any outdoor area of the premises after 10pm”.
